The song suggests that both the dancers and watchers are fools at the end of the day, so my assumption here is that Cyan is saying the same thing applies to the researchers who conducted the Code Franken experiment and those who simply watched it. Keep in mind the “mad fool, fleeing fool” part is totally original in this song, so make of that what you will.
[2] The original lyric says 思案する which is a pun on Cyan's name, so I tried to recreate it a little here. Unfortunately that's not how you pronounce cyan in English but please do it for me.
